The Pantech Breakout has already begun showing up in Verizon stores, just in time for its launch on September 22nd. The Breakout will be packing a 4-inch display, 1GHz single-core processor front facing and rear cameras, and running Android 2.3 Gingerbread. The device will make an affordable option for those looking to get to tap into Verizon’s blazing fast 4G LTE network, without having to take out a 2nd mortgage.

Fast 4G network on this, yes, but it seems you have to have the beefiest phone to get anything working fast and as it should on Android. I guess slightly better than most current “entry level” android phone.
1GHz can handle Android just fine. I mean, if you think about it — none of these dual-core phones are even using both cores. Android isn’t “there” yet.
why get this over the charge or thunderbolt?
Smaller screen
Cost is probably cheaper
